Although originally intending for all agencies to transition to use of new, Adobe-based forms by the end of FY 07, Grants.gov has extended the time provided to agencies to fully transition to the new format into FY 08 according to the National Institutes of Health. The additional time allows Grants.gov to complete its development and testing of the new forms and provides agencies with greater flexibility in how they approach the transition. NIH will
reduce the “error correction window” (i.e. the time allowed after
the submission deadline to address NIH system identified errors/warnings) from
five (5) business days to two (2) business days for all electronically
submitted grant applications with submission deadlines on or after January 8,
2008.
This change
will mean that electronic applications will be considered “on-time”
if all of the following criteria are met:

It is NIH’s ultimate goal to define “on-time”
submission as having an error-free application (i.e., passes Grants.gov and
Since
beginning the NIH Electronic Submission of Grant Applications Program in
December 2005, both NIH and the applicant community have gained valuable
experience with the electronic process and forms. NIH now receives 80% of its
applications electronically through Grants.gov using the SF424 (R&R) form
set. Experience and system improvements have led to a significant rise in the
number of applicants that successfully complete the submission process within
two attempts. Over 93% of applicants submitting to the November 5, 2007 R01
receipt date successfully completed the process within two submission attempts.
We also have measured dramatic improvements in Grants.gov and NIH response
times so applicants can now quickly turn around any needed error corrections.
The November 5 applicants experienced an average response time (from submission
to Grants.gov to receiving a response from NIH) of 33
minutes and a median response time of 10.42 minutes.
NIH remains
committed to ensuring applicants are not penalized for Grants.gov or NIH system
issues that are beyond their control and has contingency plans in place to
handle those situations. The “error correction window” is a
separate concept and has no effect on the contingency policies.

The NIH continues towards its goal of a paperless grants process through the elimination of the following notifications which are currently sent in hard copy: Summary Statements and Peer Review Outcome Letters. Instead, investigators are instructed to use the eRA Commons, a Web interface where NIH and the applicant organizations are able to conduct extramural research administration business electronically.
The NIH encourages investigators to register in the Commons as soon as possible. The following resources for the eRA Commons should be of assistance in the process:
Over the next two grant review cycles, the NIH will discontinue mailing the following two kinds of documents:
Summary Statements: Beginning October 1, 2005, NIH will no longer send hard copies of the Summary Statements to Principal Investigators (PIs) and Individual Fellows Applicants. Summary Statements are accessible electronically to PIs and Fellows in the eRA Commons within approximately 8 weeks of the Scientific Review Group (SRG) meeting.
Review Outcome “Mailers”: Beginning February 1, 2006, the NIH will no longer send hard copies of the notification letter (also known as a “mailer”) to PIs and Fellows regarding the review outcome of an application by the SRG. The Federal Financial Assistance Management Improvement Act of 1999 (Public Law 106-107) and the President's Management Agenda have been driving Federal Agencies to simplify Federal financial assistance application requirements and create a single website to apply for Federal assistance. Grants.gov (http://www.grants.gov/) has been designated by the Office of Management and Budget as the single access point for all grant programs offered by 26 Federal grant-making agencies. It provides a single interface for agencies to announce their grant opportunities and for all grant applicants to find and apply for those opportunities.
To simplify the application process further, Federal Agencies involved in research and research-related grant funding have developed a common data set – the SF424 Research and Research Related Related (R&R) application form.

mail addressed to the National Institutes of Health must use the unique NIH Zip
Code 20892. All USPS mail addressed to the National Library of Medicine
should bear the unique NLM zip code of 20894. All mail using 20892 and
20892 zip codes will be cleared through the NIH North Stonestreet
Mail Facility. This will ensure that special procedures and precautions
will be used to screen the mail before it is delivered to the various NIH
offices on and off campus. This is an important measure to provide for
the safety of all individuals who must handle mail.
This procedure does not apply to courier deliveries (i.e. FEDEX, UPS, DHL, etc)
for the receipt of grant applications addressed to the Center for Scientific
Review. The zip code for these deliveries is 20817. All applications
and other deliveries to the Center for Scientific Review must either come via
courier delivery or the UPS. Applications delivered by individuals to the
Center for Scientific Review will no longer be accepted.
With regard to Type 5 progress reports, the USPS mailing label included with
the face page of the report should be used. Type 5 progress reports delivered
by courier should use the geographic zip code provided by the Institute/Center.

The Office of Extramural Research (OER) is embarking on revisions of the Public Health Service Grant Application (PHS 398) and Progress Report for Public Health Service Grant (PHS 2590). The Application and Progress Report are used to request Federal assistance for research and research-related training. The forms and instructions are used by the following PHS agencies: National Institutes of Health (NIH), Agency for Healthcare Research and Quality (AHRQ), Agency for Toxic Substance and Disease Registry (ATSDR), Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), Indian Health Service (IHS), and the Substance Abuse and Mental Health Services Administration (SAMHSA).
Primary goals of the revision process will be to enhance quality and clarity, with special emphasis on streamlining and plain language efforts. Some of the recent policy changes to be incorporated into the revision are the following:

Information on the Use of Designated Fonts in NSF Proposals
The National Science Foundation (NSF) has published the new NSF Proposal & Award Policies & Procedures Guide (NSF 07-140), which contains documents relating to the Foundation’s proposal and award process.
One of the important changes contained in the new guidelines is the use of designated fonts in proposals submitted to NSF. Proposers are reminded that the proposal must be clear, readily legible, and conform to the following requirements:
a. Use of only the approved typefaces identified below, a black font color, and a font size of 10 points or larger must be used:
· For Windows users: Arial, Helvetica, Palatino Linotype, or Georgia
· For Macintosh users: Arial, Helvetica, Palatino, or Georgia
· For
A Symbol font may be used to insert Greek letters or special characters; however, the font size requirement still applies;
b. No more than 6 lines within a vertical space of 1 inch; and
c. Margins, in all directions, must be at least an inch.

NSF Engineering Division Announces Proposal Submission "Windows"
Similar in some ways to target dates, proposal submission "windows" are mechanisms that National Science Foundation (NSF) divisions have used and continue to use to administer the flow of unsolicited, or investigator-initiated, proposals addressed to various disciplinary research programs. However, submission windows are generally more tightly constructed than target dates. Target date submissions operate in such a way that proposals can be submitted at any time during a year, and they will get reviewed during the period covered by that date. For example, if a division runs under target dates of February 1, and October 1, proposals received after either of those dates will automatically be held until the next date comes around. In this way, a proposal can arrive at a program at any time during the year and still receive attention during one or another funding cycle. Proposal submissions windows can also be flexible, but their flexibility depends primarily on the time allotted during the "window" itself.
